The General Assembly is the highest decision-making body of the Hong Kong Culture and Education Union, comprising all full members. It is responsible for reviewing and deciding on major matters of the Union, including the annual work report, financial report, election of Council members, and amendments to the Constitution. The General Assembly is usually convened once a year as the Annual General Assembly, and Extraordinary General Assemblies may be held when necessary.
